FAA Certification Policy. The primary discriminator in the airman certification process is the oral and practical test. A TPE may be appointed to serve outside the U. General Requirements for Appointment. Inspectors must carefully consider all of the following issues before designating or renewing a TPE.
The general requirements for appointment are: a. A minimum age of 23 years. Have a good record in the aviation industry with no violation history with the FAA this does not include Administrative Actions or violations that have been expunged. Have unquestionable integrity, a cooperative attitude, the ability to exercise sound judgment, be engaged in the industry and community, and have a reputation for dependability.
Have no known investigations, charged indictments, or pending actions in any local, state, or Federal court. Have good knowledge of the pertinent regulations, directives, and related guidance material.
Have sufficient command of the English language, both oral and written, to allow the applicant to perform the authorized functions.
Be able to maintain the highest degree of objectivity while performing authorized functions. For DME Appointment. When eligible persons are not available, the 5-year requirement may be reduced to 3 years if the prospective designee meets all other requirements, and possesses above average technical qualifications. This includes both reciprocating and turbine engine aircraft. These people are subject to any regulation, supervision, and review that the Administrator may prescribe.
Under the provisions of this section and FAA directives, the Administrator may rescind any such delegation at any time and for any reason he or she deems appropriate. The TPE must receive specific instructions from the supervising FSDO or IFO in the proper conduct of oral and practical tests, the execution of the necessary forms, and the proper routing of certification files. Professional Conduct. In the instance where the TPE is allowed to test two applicants, conduct the oral test in private with one applicant at a time.
A TPE must maintain a high degree of knowledge in the Subject Areas required for airman certification and evaluation techniques. Recurrent Training. Each TPE is encouraged to attend safety meetings, aviation seminars, and other programs that contribute to the techniques of aircraft maintenance or parachute rigging. The Certificate of Completion, which is issued to those that successfully complete a Recurrent TPE Seminar, expires 24 months from the date shown on the certificate.
Refer to appendix C for seminar information. Resolve Questions. Upon request, inspectors who supervise the activities of TPEs must always welcome the opportunity to discuss procedures and standards with TPEs to resolve any questions. Observe and Provide Oversight. Inspectors who supervise the activities of TPEs will observe each new TPE conducting oral and practical tests to determine that the TPE is familiar with current procedures and standards.
Thereafter, each inspector with designee oversight responsibilities will inspect his or her assigned TPE s designated within the district. Check Knowledge and Certification Files. Submit Certification Files. TPEs must submit certification files to the supervising FSDO or IFO regardless of test results pass, fail, or test not completed within 5 calendar days of the test date. All first-time appointments will be for 1 year. TPE Meetings. Designee Maintains Designation. When conducting tests each designee must maintain the requirements for the designation, as listed in chapter 2, paragraph 2.
Renewal File. The TPE is responsible for completing the file for renewal. The designee and the issuing inspector should each sign Form Enter the jurisdictional district office number on the reverse side. Retain Application in Office Files. Verify that the information is correct. Knowledge and Skill. For uncompromised safety, it is important that the TPE require a high, but achievable level of competence from qualified applicants. Chapter 4. Privileges and Limitations 1.
Authorize a TPE to: a. Charge each applicant a reasonable fee. The TPE should ensure the applicant understands all fees charged, including the fee for retesting after failure, before the TPE accepts Form Issue temporary airman certificates to applicants who have been tested and found qualified for the certificate or rating sought.
A TPE must not: a. Conduct or monitor any portion of computer knowledge tests. Endorse, amend, alter, or issue any permanent airman certificate. Exempt any aviation mechanic applicant from testing in all Subject Areas of the Sections required for the rating sought; or exempt any parachute rigger applicant from testing in all Areas of Operation required for the rating sought.
Combine teaching with testing while testing an applicant. The TPE may be issued continuing authorization to perform these tests. This authorization does not relieve the TPE from the notification requirements of chapter 5, paragraph 1 before performing the test.
An applicant is not required to present his or her application to the local FSDO or IFO for reauthorization unless there is evidence that his or her original authorization is in question.
Temporarily suspend a test to allow the applicant further study, and then continue the same test later. With the exception of chapter 4, paragraph 1e, a TPE may only test one applicant at a time.
